The new location positions PMA to offer an array of consulting services in owner representation, program management, project and construction management, project controls, project audits, claims management, and project risk management to clients and market areas across the northwestern United States.

Donald J. Fredlund, PMP serves as Chief Operations Officer for PMA Western Operations, overseeing all PMA operations in the western half of the United States. As such, he is responsible for all aspects of the consulting services provided by PMA in that region. He also serves as Executive Director of PMA’s National Claims Practice where he oversees and provides direction to each PMA business unit regarding disputed changes/claims avoidance and analysis and expert witness services. Don has more than four decades of experience in program, project, and construction management, including 14 years with large contractors and the balance as a PM/CM consultant. Don has experience on a wide variety of project types, including major water/wastewater, manufacturing and process, infrastructure, oil/gas and energy, transportation, transit, and environmental.
Bruce Stephan, JD, PE, PMP is the executive director for PMA’s western operations which includes offices in Seattle, San Francisco, Denver, Los Angeles, and Phoenix. Bruce has been with PMA for more than 20 years, opening offices in New York, San Francisco, Los Angeles, and now Seattle. Prior to PMA, Bruce worked for LI Water Corp, New York City Transit, Bechtel, and EBASCO. He is a licensed civil engineer and attorney with more than 35 years’ experience in project and construction management. Bruce has successfully helped public clients deliver their largest programs, and he has assisted in finding solutions to some of the biggest issues impacting their success.
As managing director, John Mahoney, LEED AP BD+C, PE, PMP supports northwest operations, focusing on Seattle, Portland, and San Francisco metro areas. A licensed engineer and contractor with a LEED AP certification, John brings to the Seattle office more than 25 years of experience as a public agency executive, commercial developer and contractor, and trusted advisor to many private and public entities. John has extensive qualifications in program and construction management utilizing alternative delivery methods (e.g., CMAR, D/B, and P3) valued in excess of $5 billion. He has conducted risk assessments, valuable optimization, and performance audits for public and private companies to assist them in defining and attaining performance metrics and goals. John’s breadth of experience includes water/wastewater, flood control and watershed management, transportation (ports and aviation), industrial, biopharmaceutical and laboratory, education, hospitality, investment and lending, commercial, and residential.
Chief Technology Officer, Timothy Deane Mather, PMP is based in Seattle and provides expertise in technology innovation and development to northwest operations. Tim has extensive experience in project management, profit and loss, executive leadership, business process and analysis, business development, and software development and implementation. Additionally, Tim spearheaded the launch of PMA Technologies LLC, a subsidiary of PMA Consultants, and its flagship product, NetPoint®.
