Donald J. Fredlund, PMP

Don currently serves as Chief Operations Officer for PMA Western Operations, overseeing all PMA operations in the western half of the United States. As such, he is responsible for all aspects of the consulting services provided by PMA in that region. He also serves as Executive Director of PMA’s National Claims Practice where he oversees and provides direction to each PMA business unit regarding disputed changes/claims avoidance and analysis and expert witness services. Don has more than four decades of experience in program, project, and construction management, including 14 years with large contractors and the balance as a PM/CM consultant. Don has experience on a wide variety of project types, including major water/wastewater, manufacturing and process, infrastructure, oil/gas and energy, transportation, transit, and environmental.

Knowledge Leader, Construction Claims

Don has managed or has assisted in evaluating hundreds of change order disputes, time extension requests, requests for equitable adjustment, and claims related to the following types of issues: delay; acceleration; disputed changes; differing site conditions; defective specifications; damage calculations; cost/schedule administration; effects of changes on productivity and schedule performance; and project/construction management practices. He has performed fact finding, has analyzed and published expert reports, and has testified as an expert on entitlement and damages related to those issues. He has also participated or has provided testimony in many types of venues and dispute resolution processes, including negotiations, mediations, arbitrations, litigation, and administrative hearings.

Education

Don has a BS in civil engineering from Michigan Technological University.

Don is a current member of the Project Management Institute, the Construction Management Association of America, and the American Association of Cost Engineers International. He routinely speaks at seminars on program, project, and construction management topics. A few examples include Construction SuperConferences, Lorman Seminars, Association of General Contractors Annual Conventions, CMAA Annual Meetings, and numerous public/private clients. Don is also a certified project management professional.
