Use of Project Controls on Mega-Projects to Minimize Disputes

Have you ever wondered how to develop a project controls system and if the investment in computerized project controls systems, as well as the staff to collect and analyze the data and maintain the system itself, is worth the investment?  It has always been a challenge to answer this question, since the cost of project controls is real cost of a project.  Can the investment in manpower and costs be justified? Also is a dispute resolution program as a part of the project controls system a justifiable cost? Is it necessary? Viable? Cost effective?
