As Managing Director, Noel oversees operations of the PMA Orlando office, as well as the company’s pharmaceutical and biotechnology program/project management practice. He has over two decades of experience in program and project management, construction management, operational unit leadership, cost estimating, schedule integration, schedule development and management, budget, cost and change management, risk management, and project engineering and inspections. Noel has led the design, implementation, and maintenance of many enterprise-wide project controls guidelines and processes, including cost estimating, program scheduling, budget monitoring and control, and online performance reporting. Noel has primarily focused on the pharmaceutical, mixed-use building construction, power plant, and aviation industries in providing guidance and support from front-end loading through design, procurement, construction, technology transfers, commissioning, testing, and startup. He has successfully served as the senior program controls manager on more than 25 complex projects totaling more than $750 million.

Rick has extensive experience in civil and environmental engineering and leads the national value engineering practice for PMA. Rick is a registered Professional Engineer in the states of Florida, North Carolina, and South Carolina; a certified general contractor; a certified underground utility contractor; and a certified value specialist. Rick has an extensive and diverse background in civil and environmental engineering that includes vertical and horizontal construction projects for highways, railroad, and multimodal transportation systems; airports; institutional construction; utilities; community parks; and roadways. He has managed numerous projects for many municipalities and private enterprises, providing construction management, project controls, and cost estimating services.

As the Chief Knowledge Officer for PMA, Francisco has been instrumental in helping PMA strategically leverage the knowledge we create. Francisco has impressive experience in cost control, estimating, scheduling, risk management, 3D-4D BIM, and project inspection. His project experience includes water/wastewater, transportation, pharmaceutical, mixed-use, corporate office buildings, and municipal projects. He has performed cost and schedule risk analyses on over 40 infrastructure and pharmaceutical projects, including tunnels, airports, bridges, roads, and ports totaling more than $1.9 billion. He was part of the internal team that launched and implemented the risk management practice within the Port Authority of New York & New Jersey (PANYNJ). He also helped write and implement the project risk management section of PANYNJ’s Project Management Manual of Standards and Procedures.
