The leader of PMA’s Pacific business unit, Bruce is a nationally recognized licensed civil engineer with extensive experience on complex medium, large, and mega engineering and construction projects. His distinguished career spans public service, general contracting, and consulting nationally and internationally, and he remains actively involved in managing mega construction programs. His award-winning experience includes design-build, integrated project delivery, CM/GC, and CM at-risk delivery methods; dispute resolution; complex change order negotiations; claims analysis; schedule management; technology solutions; and management consulting on public capital improvement programs. He is a frequent lecturer on improving project delivery and has consulted with numerous public agencies to implement industry best practices.

He has performed schedule reviews of resource- and cost-loaded P6 schedules, acceleration plans, delay claims analysis and negotiations, cost control, change order management, and project progress reports. Angel has also acted as project construction manager, coordinating with operations to manage project CM teams responsible for quality assurance, cost and schedule, document control, and contract administration functions. Dina is an Executive Director in the PMA western region. She is a results-oriented individual with extensive experience in profit and loss operations; strategic planning and leadership; program, project, and construction management (PM/CM); performance reviews and assessment; and the implementation of industry best practices and standards in PM/CM and in project controls and tools. She has successfully delivered design and construction projects on time and within budget while managing several stakeholders with varying interests and focus. Dina has in-depth knowledge of program-wide controls implementation, project management systems, and dashboards for public and private clients. She is also successful in managing profit and loss divisions and providing leadership and vision for her teams.
Dina’s key attributes include leading high-performing teams under tough deadlines to meet multiple stakeholder expectations. She is a turnaround expert who ensures stakeholder satisfaction through constant communication and relationship building and by implementing project cost and schedule controls to produce consistent, quality results. She has worked with public agencies to assess and evaluate CIP execution for the past 15 years. She provided project controls and PM/CM performance reviews for clients such as the Port of Long Beach, the Port of Los Angeles, the NYC Department of Environmental Protection, LA Metro, and Massport. She also regularly presents at CMAA and AACEI National Conferences on project management, project controls, and PMIS best practices. Her project experience includes ports/harbors, airports, transportation, water/wastewater, and infrastructure capital programs.
