The Berkeley-Charleston-Dorchester Council of Government (BCDCOG) project involves a new 21.3-mile bus rapid transit (BRT). This $600 million project includes upgrades to existing maintenance and storage facilities, 20 BRT stations, parking at 3 stations, and 19 60′ articulated electric vehicles. The scope also includes dedicated lanes to separate cars from the transit system. New technology, such as off-board payment and stoplight priority, allows consistent and reliable travel times. The vehicles in this project will also be powered by alternative fuels or electricity to promote sustainability.
PMA serves as FTA’s project management oversight contractor, responsible for verifying that agencies receiving federal funds for transit facilities have the management capacity and capability to manage a major capital program; that the scope, cost, and schedule provided are accurate and achievable; and that FTA is compliant with federal regulations. This involves reviewing project documentation and required reports, then providing FTA with our findings and recommendations in formal written reports. PMA also interviews FTA staff and facilitates risk workshops and monthly oversight meetings. Our ultimate deliverables are readiness reports at the various project life cycle gateways, which inform Congress on whether to proceed with funding multibillion-dollar projects. Overview
