Overview

The Massachusetts Gaming Commission (MGC) awarded a conditional license to Wynn Resorts to design and construct a $2 Billion Casino Resort in the City of Everett, MA. In the effort to oversee the conditions/requirements of this license and protect the interest of the public, the MGC engaged PMA Consultants as their Owner’s Project Monitor, agents of the State. PMA’s position on this team is to oversee the day to day activities of the Wynn team, which include but not limited to: CM procurement reviews, permit tracking/reviews, traffic mitigation study reviews, design reviews, monthly schedule reviews, construction oversight, budget tracking, workforce and diversity goal tracking, community coordination liaison, weekly and monthly reporting, and bi-weekly and monthly update meetings with MGC.

PMA provided planning, scheduling, and project management services to the MGC to develop, implement, and monitor a plan to issue up to four separate licenses to operate three casinos (Regions A, B, and C) and a slot parlor in the state of Massachusetts. Tasks included developing a master schedule for the entire program, conducting interactive planning sessions, continuous monitoring and updating of the master schedule, assisting the commissioners in evaluating alternatives, and facilitating the decision making process, as well as assisting the commission in planning critical staff hires and internal activities.
