This project is part of The Metropolitan Transportation Authority Construction & Development (MTA C&D), formerly Capital Construction’s, $10 billion program that brings Long Island Rail Road trains into New York City’s Grand Central Terminal from Amtrak’s Sunnyside Park in Queens. The program involves multiple projects in various facilities around the metropolitan area.
PMA was hired to perform a bid package review that included investigation of geotechnical report standards and claims that arose from interpretation, contract language best practices, and the design intent expressed by the documents. PMA independently evaluated the East Side Access master schedule and assessed the feasibility of the planned date for Long Island Rail Road commuter service into the Grand Central Terminal. PMA also performed schedule reviews, detailed analysis of the critical and near-critical paths of the schedule, reviewed the design documents, and evaluated potential risks for schedule completion impact.
