The Orange County Corrections Expansion Program was a $120 million expansion-phased project of the Orange County Corrections Facility. The project consisted of two phases. Phase I involved the $29 million construction of two, 256-bed female detention dormitories, lockdown cells, and a 12-bed juvenile detention center. Phase II involved the $77 million construction of an intake/release facility with a classification center, a medical and mental health facility, three court rooms, judges’ chambers, state attorney and public defender offices, and a state-of-the-art remote video visitation center.
PMA was the owner’s representative for the capital expansion program. PMA assisted with developing and negotiating all professional services contracts and with developing the design criteria for the design-build contract. PMA was also responsible for cost estimating, cost control, schedule control, value engineering and analysis, and contract administration for the entire acquisition plan at the complex.
