Rouge River Outfall Design-Build Oversight

Overview

The Great Lakes Water Authority (GLWA) wastewater treatment plant has a wet-weather capacity of 1,700 mgd and full secondary treatment of 930 mgd. It is the largest single-site wastewater treatment plant in North America. The Rouge River Outfall disinfection project is required to meet National Pollutant Discharge Elimination System (NPDES) permit conditions, which stipulate 100% disinfection of wet-weather flow discharged from the GLWA Waste Water Treatment Plant (GWWTP).

The project scope includes modifications at the GWWTP to achieve proper flow control and disinfection during dry- and wet-weather operating conditions. PMA provides owner’s representation and project oversight services as well as overseeing a progressive design-build contract through all phases of the project.
